Hello, friends from the press! I'm glad to have an exchange with you on the "14th five year plan" for ecological and environmental protection in Hainan Province. Thank you very much for your long-term concern, support, participation and publicity on ecological and environmental protection in Hainan. Recently, the general office of the people's Government of Hainan Province issued and implemented the ecological environment protection plan of Hainan Province during the 14th five year plan (hereinafter referred to as the plan). Taking this opportunity, I will introduce three aspects: first, the overall consideration of the plan, second, the main contents and characteristics of the plan, and third, the next work measures.
一、Overall consideration of the plan
（一）Adhere to goal orientation, set goals and tasks in reverse order according to the goal requirements of "two leading".
The central No. 12 document and the implementation plan of the national ecological civilization pilot zone (Hainan) clearly put forward that by 2025, the ecological civilization system will be more perfect, the modernization level of governance system and governance capacity in the field of ecological civilization will be significantly improved, and the ecological environment quality will continue to maintain the leading level in the country; By 2035, the eco-environmental quality and resource utilization efficiency will be at the leading level in the world. The "14th five year plan" should focus on the target of "two leading" in 2035, comprehensively consider the process of ecological and environmental protection in the next three five years, systematically plan the strategic layout, objectives, indicators and key tasks of ecological civilization construction and ecological and environmental protection, and formulate the implementation road map of ecological civilization construction and ecological and environmental protection in our province.
（二）Adhere to the problem orientation, strive to make up for shortcomings, and earnestly solve outstanding ecological and environmental problems.
At present, there are still some problems in coordinating and handling the relationship between high-level protection of ecological environment and high-quality economic development under the background of free trade port construction, such as low level of green development, weak ecological environment infrastructure and insufficient ecological environment supervision capacity. During the "14th five year plan" period, we should adhere to the people-centered development idea, take the new development concept as the guide, based on the basic situation and development stage of Hainan, comprehensively find out our family background, strive to make up for our weaknesses, strengths and weaknesses, effectively solve the ecological and environmental problems related to people's livelihood, and lay an environmental foundation for the construction of a free trade port.
（三）We will intensify reform and innovation and promote the modernization of the ecological environment governance system and governance capacity.
Closely adhering to the strategic positioning of "three zones and one center" and the construction and development needs of free trade port, aiming at the highest level of opening-up in the world, identify the entry point and breakthrough, and promote the construction of ecological civilization and the reform of ecological environmental protection in stages and fields. We will implement the strictest ecological and environmental protection system, improve the ecological and environmental protection system of source prevention, process control, damage compensation and accountability, and accelerate the construction of a modern environmental governance system and the modernization of governance capacity of "Party committee leadership, government leadership, enterprise subjects, social organizations and public participation".
（四）Adhere to overall planning and coordination and highlight a game of chess in the whole province.
Standing at the height of the overall economic and social development and in accordance with the requirements of a game of chess in the whole province, do a good job in the overall planning and coordination of protection and development; Do a good job in the overall planning and connection with the key tasks of the construction of free trade port and national ecological civilization pilot zone; Do a good job in special docking with various plans for economic and social development, energy, industry and so on; Do a good job in the seamless connection between the comprehensive planning of ecological and environmental protection and the special planning of various environmental elements, so as to enhance the systematicness, coordination and long-term nature of the planning.
二、Main contents and features of the plan
The planning text consists of 11 chapters and 42 sections, including three parts. The first part (Chapter 1 and Chapter 2) is the general introduction. This part comprehensively summarizes the achievements and experience of Hainan's ecological civilization construction and ecological environment protection during the 13th Five Year Plan period, deeply analyzes the development opportunities during the 14th Five Year Plan period, clearly puts forward the long-term goal of 2035 and the specific goal during the 14th Five Year Plan period, establishes the six strategic positioning of our province's ecological civilization construction during the 14th Five Year Plan period, and further puts forward The second part (Chapters 3 to 10) focuses on the strategic positioning of the "six areas" for the construction of ecological civilization during the 14th Five Year Plan period, defines the specific tasks of the construction of ecological civilization and ecological environment protection during the 14th Five Year Plan period, and puts forward the "eight highs" The third part (Chapter 11) is the safeguard measures. Specifically, it promotes the formation of a closed-loop responsibility mechanism for the implementation of the plan from the aspects of clarifying the division of responsibilities, ensuring capital investment, building a project platform, strengthening dispatching evaluation and strengthening supervision and assessment. The plan mainly has the following four characteristics:
（一）In the planning station, adhere to the system concept and accurately grasp the "three new".
First, based on the new development stage, we should recognize the new situation of ecological civilization construction and ecological environment protection. Hainan's comprehensive deepening of reform and opening up and the construction of a free trade port have brought new opportunities and challenges to the construction of ecological civilization and ecological environmental protection in Hainan. The 14th five year plan is the first five years of the construction of Hainan free trade port. It is also a key period for striving to achieve the world leading level of ecological environment quality and create a beautiful business card of beautiful Hainan, China.
Second, implement the new development concept and clarify the new tasks of ecological civilization construction and ecological environment protection. The core meaning of implementing the new development concept is to take carbon reduction as the key strategic direction, promote the synergy of pollution and carbon reduction, accelerate the comprehensive green transformation of economic and social development, comprehensively promote high-quality development and high-level protection, and promote the comprehensive green transformation of economic and social development.
Third, build a new development pattern and show new achievements in ecological civilization construction and ecological environment protection. （二）In terms of strategic positioning and planning, adhere to the guidance of advantages and highlight the "Hainan model".
First, in combination with the overall requirements of comprehensively deepening reform and opening up and accelerating the construction of a free trade port in Hainan, it is proposed to build a "model area for ecological civilization construction";
Second, in combination with the requirements of the comprehensive green transformation of Hainan's economic and social development and the high-level construction of the national ecological civilization pilot zone, it is proposed to build a "green low-carbon circular development pilot zone";
Fourth, combined with Hainan's reform practice of "multi compliance and integration" and Hainan's resource advantages, and based on the status of a major marine province, it is proposed to build a "practice area for overall protection and development of land and sea";
