Opinions of the CPC Central Committee and the State Council on completely, accurately and comprehensively implementing the new development concept and doing a good job in carbon peak and carbon neutralization

Achieving carbon summit and carbon neutralization is a major strategic decision made by the Central Committee of the Communist Party of China at the core of Comrade Xi Jinping as the core of coordinating the two major domestic and international situations. It is an inevitable choice for solving the outstanding problems of resources and environment and realizing the sustainable development of the Chinese nation. It is also a solemn promise to build a common destiny of mankind. In order to completely, accurately and comprehensively implement the new development concept and do a good job in carbon peak and carbon neutralization, the following opinions are put forward.
一、General requirements
（一）Guiding ideology. Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, we carried out the spirit of China's nineteen and nineteen second, third, fourth and fifth plenary sessions of the party, thoroughly implemented Xi Jinping's ecological civilization thought, based on the new development stage, carried out the new development concept, constructed the new development pattern, adhered to the system concept, and handled the development and emission reduction, the whole and the local. In the short-term, medium-term and long-term relationship, we should integrate carbon peaking, carbon neutralization into the overall situation of economic and social development, take the comprehensive green transformation of economic and social development as the guide and green and low-carbon development of energy as the key, accelerate the formation of an industrial structure, production mode, lifestyle and spatial pattern that saves resources and protects the environment, and unswervingly follow the high-quality development path of ecological priority, green and low-carbon, Ensure carbon peak and carbon neutralization on schedule.
（二）Working principle
To achieve the goals of carbon peak and carbon neutralization, we should adhere to the principle of "national overall planning, saving priority, two wheel drive, smooth internal and external flow and risk prevention".
National overall planning. The whole country will play a game of chess, strengthen top-level design, give full play to the advantages of the system, implement the same responsibility of the party and the government, and consolidate the responsibilities of all parties. Implement policies according to the actual situation of various regions, and encourage them to take the initiative and take the lead in reaching the peak.
Saving first. Put energy and resources conservation in the first place, implement a comprehensive conservation strategy, continuously reduce energy and resource consumption and carbon emissions per unit output, improve input-output efficiency, advocate a simple, moderate, green and low-carbon lifestyle, and form an effective carbon emission control valve from the source and inlet.
Two wheel drive. The government and the market should work together to build a new national system, strengthen scientific, technological and institutional innovation, and accelerate the green and low-carbon scientific and technological revolution. We will deepen reform in energy and related fields, give play to the role of market mechanisms, and form an effective incentive and restraint mechanism.
Smooth inside and outside. Based on the actual situation of China, coordinate domestic and international energy resources, and promote advanced green and low-carbon technologies and experience. We will make overall plans for the external struggle and cooperation against climate change, constantly enhance international influence and voice, and resolutely safeguard China's development rights and interests.
Risk prevention. Properly handle the relationship between pollution reduction and carbon reduction and energy security, industrial chain supply chain security, food security and people's normal life, effectively deal with the economic, financial and social risks that may accompany the green and low-carbon transformation, prevent overreaction and ensure safe carbon reduction.
二、primary objective
By 2025, an economic system of green and low-carbon circular development will initially take shape, and the energy utilization efficiency of key industries will be greatly improved. The energy consumption per unit of GDP is 13.5% lower than that in 2020; The carbon dioxide emission per unit of GDP is 18% lower than that in 2020; The proportion of non fossil energy consumption reaches about 20%; The forest coverage rate reached 24.1% and the forest volume reached 18 billion cubic meters, laying a solid foundation for achieving carbon peak and carbon neutralization
By 2030, remarkable achievements will be made in the comprehensive green transformation of economic and social development, and the energy utilization efficiency of key energy consuming industries will reach the international advanced level. Energy consumption per unit of GDP has decreased significantly; Carbon dioxide emissions per unit of GDP decreased by more than 65% compared with 2005; The proportion of non fossil energy consumption reaches about 25%, and the total installed capacity of wind power and solar power generation reaches more than 1.2 billion kw; The forest coverage rate reached about 25%, the forest volume reached 19 billion cubic meters, the carbon dioxide emission reached the peak and decreased steadily.
By 2060, an economic system of green low-carbon circular development and a clean, low-carbon, safe and efficient energy system will be fully established, the energy utilization efficiency will reach the international advanced level, the proportion of non fossil energy consumption will reach more than 80%, the goal of carbon neutralization will be successfully realized, the construction of ecological civilization will achieve fruitful results, and create a new realm of harmonious coexistence between man and nature.
三、Promote the comprehensive green transformation of economic and social development
（三）Strengthen the guidance of green and low-carbon development planning. Fully integrate the requirements of carbon peak and carbon neutralization goals into the medium and long-term planning of economic and social development, and strengthen the support and guarantee of national development planning, land space planning, special planning, regional planning and local planning at all levels. Strengthen the connection and coordination among various plans at all levels to ensure that the main objectives, development direction, major policies and major projects of carbon peaking and carbon neutralization are coordinated in all regions and fields.

Optimize the regional layout of green and low-carbon development. We will continue to optimize the layout of major infrastructure, major productive forces and public resources, and build a new pattern of land and space development and protection conducive to carbon peaking and carbon neutralization. In the implementation of major regional strategies such as the coordinated development of Beijing, Tianjin and Hebei, the development of the Yangtze River economic belt, the construction of the Great Bay area of Guangdong, Hong Kong and Macao, the integrated development of the Yangtze River Delta, ecological protection and high-quality development of the Yellow River Basin, strengthen the guidance and task requirements of green and low-carbon development.

Accelerate the formation of a green production and lifestyle. Vigorously promote energy conservation and emission reduction, comprehensively promote cleaner production, accelerate the development of circular economy, strengthen the comprehensive utilization of resources, and constantly improve the level of green and low-carbon development. We will expand the supply and consumption of green and low-carbon products and advocate a green and low-carbon lifestyle. Bring green and low-carbon development into the national education system. Carry out the demonstration of green and low-carbon society. We should pool the consensus of the whole society and accelerate the formation of a good pattern of universal participation.
四、Deep adjustment of industrial structure
（六）Promote the optimization and upgrading of industrial structure. Accelerate the green development of agriculture and promote agricultural carbon sequestration and efficiency. Formulate the implementation plan of carbon peak in energy, steel, non-ferrous metals, petrochemical and chemical industry, building materials, transportation, construction and other industries and fields. Guided by energy conservation and carbon reduction, the Guiding Catalogue for industrial structure adjustment was revised. Carry out "looking back" on the de capacity of steel and coal to consolidate the results of de capacity. Accelerate low-carbon process innovation and digital transformation in the industrial field. Carry out the construction of carbon peak pilot park. Accelerate the green transformation of business circulation and information services, and improve the low-carbon development level of the service industry.
（七）We will resolutely curb the blind development of high energy consumption and high emission projects. Build and expand high energy consumption and high emission projects such as steel, cement, flat glass and electrolytic aluminum, strictly implement the replacement of equal or reduced capacity, and introduce capacity control policies for coal power, petrochemical and coal chemical industry. If it is not included in the industrial planning of relevant fields of the state, it shall not build, reconstruct and expand oil refining and new ethylene, p-xylene and coal to olefin projects. Reasonably control the capacity scale of coal to oil and gas. Improve the energy consumption access standards for high energy consumption and high emission projects. Strengthen the analysis, early warning and window guidance of overcapacity.
（八）Vigorously develop green and low-carbon industries. Accelerate the development of new generation information technology, biotechnology, new energy, new materials, high-end equipment, new energy vehicles, green environmental protection, aerospace, marine equipment and other strategic emerging industries. Build a green manufacturing system. Promote the deep integration of emerging technologies such as the Internet, big data, artificial intelligence and the fifth generation mobile communication (5g) with green and low-carbon industries.
五、Accelerate the construction of a clean, low-carbon, safe and efficient energy system
（九）Strengthen the dual control of energy consumption intensity and total amount. Adhere to the energy development strategy of giving priority to energy conservation, strictly control energy consumption and carbon dioxide emission intensity, reasonably control the total energy consumption, and comprehensively establish a total carbon dioxide emission control system. Do a good job in the connection of industrial layout, structural adjustment, energy-saving review and dual control of energy consumption, and implement project slow approval, limited approval, equal or reduced energy consumption substitution in areas where the goal of reducing energy consumption intensity is completed. Strengthen energy-saving supervision and law enforcement, strengthen the analysis and early warning of energy consumption and carbon dioxide emission control objectives, and strictly implement, evaluate and assess responsibilities. Strengthen the control of methane and other non-carbon dioxide greenhouse gases.

Greatly improve energy efficiency. We will implement energy conservation throughout the whole process and all fields of economic and social development, continue to deepen energy conservation in key areas such as industry, construction, transportation and public institutions, and improve the energy efficiency of information infrastructure such as data centers and new communications. We will improve the energy management system and strengthen the energy conservation management and target responsibility of key energy users. Aiming at the international advanced level, accelerate the implementation of energy conservation and carbon reduction transformation and upgrading, and create a "leader" in energy efficiency.
（十一）Strictly control fossil energy consumption. Accelerate the pace of coal reduction, strictly control the growth of coal consumption during the 14th Five Year Plan period, and gradually reduce it during the 15th Five Year Plan period. Oil consumption entered the peak platform period during the Tenth Five Year Plan period. We will coordinate the development of coal-fired power, ensure supply and peak shaving, strictly control the installed scale of coal-fired power, and speed up the energy-saving upgrading and flexible transformation of active coal-fired power units. Gradually reduce or prohibit the scattered burning of coal. We will accelerate the large-scale development of unconventional oil and gas resources such as shale gas, coalbed methane and tight oil and gas. Strengthen risk management and control to ensure energy security, stable supply and smooth transition.

Actively develop non fossil energy. We will implement renewable energy substitution, vigorously develop wind energy, solar energy, biomass energy, marine energy and geothermal energy, and constantly increase the proportion of non fossil energy consumption. Adhere to both centralized and distributed development, and give priority to the local and nearby development and utilization of wind energy and solar energy. Develop hydropower according to local conditions. Actively, safely and orderly develop nuclear power. Rational use of biomass energy. We will accelerate the large-scale application of pumped storage and new energy storage. Comprehensively promote the whole chain development of hydrogen energy "production, storage, transmission and use". Build a new power system with new energy as the main body, and improve the power grid's ability to absorb and regulate a high proportion of renewable energy.

Deepen the reform of energy system and mechanism. We will comprehensively promote the market-oriented reform of electricity, accelerate the cultivation and development of independent market players in the distribution of electricity, improve the connection mechanism between the medium and long-term market, the spot market and the auxiliary service market, and expand the scale of market-oriented transactions. We will promote the reform of the power grid system and clarify the market dominant position of incremental distribution networks, microgrids and distributed generators focusing on the consumption of renewable energy. Accelerate the formation of a new power installation development mechanism based on energy storage and peak shaving capacity. Improve the market-oriented price formation mechanism of power and other energy varieties. We will deepen the reform of electricity prices from the perspective of energy conservation, rationalize the structure of transmission and distribution electricity prices, and fully liberalize competitive electricity prices. We will promote market-oriented reforms in coal, oil and gas, and accelerate the improvement of the unified energy market.
六、Accelerate the construction of low-carbon transportation system
（十四）Optimize the transportation structure. We will accelerate the construction of a comprehensive three-dimensional transportation network, vigorously develop multimodal transport, increase the proportion of Railways and waterways in comprehensive transportation, and continue to reduce transportation energy consumption and carbon dioxide emission intensity. Optimize the passenger transport organization and guide the large-scale and intensive operation of passenger transport enterprises. Accelerate the development of green logistics, integrate transportation resources and improve utilization efficiency.

Promote energy-saving and low-carbon means of transportation. We will accelerate the development of new and clean energy vehicles and ships, promote intelligent transportation, promote railway electrification, promote the construction of hydrogen refueling stations, and promote the normalization of ships' berthing and use of shore power. Accelerate the construction of convenient, efficient and moderately advanced charging and replacement network system. We will raise energy efficiency standards for fuel vehicles and ships, improve the energy efficiency labeling system for transportation equipment, and accelerate the elimination of old vehicles and ships with high energy consumption and high emissions.
（十六）Actively guide low-carbon travel. We will accelerate the construction of large-capacity public transport infrastructure such as urban rail transit, bus lanes and BRT Systems, and strengthen the construction of urban slow traffic systems such as bicycle lanes and pedestrian footpaths. Comprehensively use legal, economic, technical, administrative and other means to strengthen urban traffic congestion control.
七、Improve the quality of green and low-carbon development of urban and rural construction

Promote the low-carbon transformation of urban and rural construction and management mode. Fully implement the green and low-carbon requirements in all links of urban and rural planning, construction and management. Promote urban cluster development, build urban ecological and ventilation corridors, and improve the level of urban greening. Reasonably plan the development target of urban building area, and strictly control the construction of high-energy public buildings. Implement green construction in the whole process of project construction, improve the management system of building demolition, and eliminate large-scale demolition and construction. Accelerate the construction of green communities. Combined with the implementation of rural construction, promote the green and low-carbon development of county and rural areas.
（十八）Vigorously develop energy-saving and low-carbon buildings. We will continue to improve energy efficiency standards for new buildings and accelerate the large-scale development of ultra-low energy consumption, near zero energy consumption and low-carbon buildings. Vigorously promote the energy-saving transformation of existing urban buildings and municipal infrastructure, and improve the energy-saving and low-carbon level of buildings. Gradually carry out the quota management of building energy consumption, promote the evaluation and identification of building energy efficiency, and carry out the performance evaluation of low-carbon development in the construction field. Comprehensively promote green and low-carbon building materials and promote the recycling of building materials. Develop green agricultural housing.

Accelerate the optimization of building energy consumption structure. We will deepen the application of renewable energy in buildings and accelerate the electrification and low-carbon of building energy. Carry out the action of building roof photovoltaic, and greatly improve the popularization rate of electrification of building heating, domestic hot water and cooking. Accelerate the central heating of cogeneration in northern cities and towns, accelerate the large-scale development of industrial waste heat heating, actively and steadily promote nuclear waste heat heating, and promote clean and low-carbon heating such as heat pump, gas, biomass energy and geothermal energy according to local conditions.
八、Strengthen the research, popularization and application of major green and Low-carbon Science and technology
（二十）Strengthen the layout of basic research and cutting-edge technologies. Formulate the action plan for science and technology to support carbon peak and carbon neutralization, and prepare the development roadmap of carbon neutralization technology. Adopt the mechanism of "taking the lead" to tackle key problems of low-carbon, zero carbon, negative carbon and new energy storage materials, new technologies and new equipment. Strengthen the research on basic theories and methods such as the causes and effects of climate change and ecosystem carbon sink. We will promote low-carbon cutting-edge technologies such as high-efficiency solar cells, hydrogen production from renewable energy, controllable nuclear fusion and zero carbon industrial process reengineering. Cultivate a number of state key laboratories for energy conservation and carbon reduction and new energy technology product R & D, national technological innovation centers and major scientific and technological innovation platforms. Build a talent system of carbon peak and carbon neutralization, and encourage colleges and universities to add disciplines related to carbon peak and carbon neutralization.

Accelerate the R & D and promotion of advanced and applicable technologies. In depth research on smart grid technology supporting large-scale friendly grid connection of wind power and solar power generation. We will strengthen research, demonstration and industrial application of new energy storage technologies such as electrochemistry and compressed air. Strengthen the R & D, demonstration and large-scale application of key technologies for hydrogen energy production, storage and application. Promote energy-saving and low-carbon technologies such as cascade utilization of energy in the park. Promote the development and application of new materials such as aerogels. Promote the R & D, demonstration and industrial application of large-scale carbon capture, utilization and storage technology. Establish and improve the green and low-carbon technology evaluation, trading system and scientific and technological innovation service platform.
九、Continuously consolidate and improve carbon sink capacity
（二十二）Consolidate ecosystem carbon sink capacity. Strengthen land spatial planning and use control, strictly abide by the red line of ecological protection, strictly control the occupation of ecological space, and stabilize the carbon sequestration of existing forests, grasslands, wetlands, oceans, soils, frozen soil, karst and so on. We will strictly control the scale of new construction land and promote the active utilization of existing construction sites in urban and rural areas. Strictly implement land use standards, strengthen the evaluation of economical and intensive land use, and promote land-saving technologies and models.
（二十三）Increase ecosystem carbon sequestration. We will implement major ecological protection and restoration projects and carry out integrated protection and restoration of mountains, rivers, forests, fields, lakes, grass and sand. We will further promote large-scale land greening actions, consolidate the achievements of returning farmland to forests and grasslands, implement the precision improvement project of forest quality, and continue to increase forest area and volume. Strengthen grassland ecological protection and restoration. Strengthen wetland protection. We will promote the protection and restoration of marine ecosystems as a whole, and improve the carbon sequestration capacity of mangroves, seagrass beds, salt marshes and so on. Carry out actions to improve the quality of cultivated land, implement the national black land protection project, and improve the carbon sink of ecological agriculture. Actively promote the development and utilization of karst carbon sink.
十、Improve the green and low-carbon development level of opening to the outside world
（二十四）Accelerate the establishment of a green trade system. We will continue to optimize the trade structure and vigorously develop trade in high-quality, high-tech and high value-added green products. We will improve export policies and strictly manage the export of products with high energy consumption and high emissions. Actively expand the import of green and low-carbon products, energy conservation and environmental protection services and environmental services.

We will promote the one belt, one road construction. Speed up the "one belt, one road" investment cooperation green transformation. We will support the one belt, one road country to develop clean energy. We will vigorously promote South South cooperation and help developing countries improve their capacity to cope with climate change. One belt, one road, is to deepen exchanges and cooperation with other countries in green technology, green equipment, green services, green infrastructure construction, and actively promote the green low carbon technologies and products such as new energy in China to go out, and let green become the background of building a "one belt and one road".

Strengthen international exchanges and cooperation. Actively participate in international negotiations on climate change, adhere to China's positioning as a developing country, adhere to the principles of common but differentiated responsibilities, fairness and respective capabilities, and safeguard China's development rights and interests. Implement the United Nations Framework Convention on climate change and its Paris Agreement, issue China's long-term low greenhouse gas emission development strategy, actively participate in the formulation of international rules and standards, and promote the establishment of a fair, reasonable and win-win global climate governance system. We will strengthen international exchanges and cooperation in addressing climate change, coordinate domestic and foreign work, and actively participate in global climate and environmental governance.
十一、We will improve laws, regulations, standards and statistical monitoring systems
（二十七）Improve laws and regulations. Comprehensively clean up the contents of current laws and regulations that are incompatible with carbon peak and carbon neutralization, and strengthen the connection and coordination between laws and regulations. We will study and formulate special laws on carbon neutralization, speed up the revision of energy conservation law, power law, coal law, renewable energy law and circular economy promotion law, and enhance the pertinence and effectiveness of relevant laws and regulations.

Improve the standard measurement system. Establish and improve the standard measurement system of carbon peak and carbon neutralization. We will accelerate the updating and upgrading of energy-saving standards, speed up the revision of a number of energy consumption quotas, mandatory national standards for energy efficiency of products and equipment and engineering construction standards, improve the requirements for energy consumption quotas for key products, expand the coverage of energy consumption quota standards, and improve supporting standards such as energy accounting, testing, certification, evaluation and audit. Accelerate the improvement of carbon emission verification and accounting reporting standards for regions, industries, enterprises and products, and establish a unified and standardized carbon accounting system. Formulate greenhouse gas emission standards for key industries and products, and improve the standard identification system for low-carbon products. Actively participate in the formulation of relevant international standards and strengthen the international connection of standards.

Improve statistical monitoring capacity. We will improve the statistical monitoring and measurement system for energy consumption in power, steel, construction and other industries, and strengthen the construction of on-line monitoring system for energy consumption of key energy users. Strengthen the capacity-building of carbon dioxide emission statistical accounting and improve the level of informatization measurement. Relying on and expanding the investigation and monitoring system of natural resources, establish an ecosystem carbon sequestration monitoring and accounting system, carry out carbon sequestration background investigation and carbon reserve evaluation of forests, grasslands, wetlands, oceans, soils, permafrost and karst, and monitor and evaluate the effectiveness of ecological protection and restoration of carbon sequestration.
十二、Improve policy mechanism
（三十）Improve investment policies. Give full play to the guiding role of government investment, build an investment and financing system suitable for carbon peak and carbon neutralization, strictly control the investment in high-carbon projects such as coal power, steel, electrolytic aluminum, cement and petrochemical, and increase support for projects such as energy conservation and environmental protection, new energy, low-carbon transportation equipment and organization mode, carbon capture, utilization and storage. We will improve policies to support the participation of social capital and stimulate the vitality of market players in green and low-carbon investment. State owned enterprises should increase green and low-carbon investment and actively carry out R & D and application of low-carbon, zero carbon and negative carbon technologies.

Actively develop green finance. Orderly promote the development of green and low-carbon financial products and services, establish monetary policy tools for carbon emission reduction, incorporate green credit into the macro Prudential assessment framework, and guide banks and other financial institutions to provide long-term and low-cost funds for green and low-carbon projects. Development policy financial institutions are encouraged to provide long-term and stable financing support for carbon peaking and carbon neutralization in accordance with the principle of marketization and rule of law. Support qualified enterprises to go public for financing and refinancing for the construction and operation of green and low-carbon projects, and expand the scale of green bonds. Study the establishment of a national low carbon transformation fund. Encourage social capital to set up green and low-carbon industry investment funds. Establish and improve the green finance standard system.
（三十二）We will improve fiscal and tax price policies. Finance at all levels should increase support for the development of green and low-carbon industries and technology R & D. We will improve government green procurement standards and strengthen the procurement of green and low-carbon products. Implement tax incentives for vehicles and ships in environmental protection, energy and water conservation, new energy and clean energy.Study tax policies related to carbon emission reduction. Establish and improve the price mechanism to promote the large-scale development of renewable energy. We will improve policies on differentiated electricity prices, time of use electricity prices and residential step electricity prices. It is strictly prohibited to implement tariff concessions for high energy consumption, high emission and resource-based industries. We will accelerate the reform of heating metering and charging according to the amount of heating. Accelerate the formation of a reasonably binding carbon price mechanism.

Promote the construction of market-oriented mechanism. Relying on the public resource trading platform, accelerate the construction and improvement of the national carbon emission trading market, gradually expand the market coverage, enrich the trading varieties and trading methods, and improve the quota allocation management. Bring carbon sequestration trading into the national carbon emission trading market, and establish and improve the ecological protection compensation mechanism that can reflect the value of carbon sequestration. We will improve carbon emission reporting and information disclosure systems for enterprises and financial institutions. We will improve the system of paid use and trading of energy rights, and accelerate the construction of a national energy rights trading market. Strengthen the overall connection of power trading, energy use right trading and carbon emission right trading. Develop market-oriented energy-saving methods, implement contract energy management, and promote comprehensive energy-saving services.
十三、Effectively strengthen the organization and Implementation

Strengthen organizational leadership. Strengthen the centralized and unified leadership of the CPC Central Committee on carbon peak and carbon neutralization, and the leading group for carbon peak and carbon neutralization guides and coordinates the work of carbon peak and carbon neutralization. Support qualified local governments, key industries and key enterprises to take the lead in achieving carbon peak, organize and carry out carbon peak, carbon neutralization first demonstration, and explore effective models and useful experience. Take carbon peak and carbon neutralization as important contents of the cadre education and training system, and enhance the ability of leading cadres at all levels to promote green and low-carbon development.

Strengthen overall planning and coordination. The national development and Reform Commission should strengthen overall planning, organize the implementation of the action plan for carbon peak by 2030, strengthen the planning of carbon neutralization, regularly dispatch the progress of relevant departments in various regions in implementing the objectives of carbon peak and carbon neutralization, strengthen tracking, evaluation, supervision and inspection, and coordinate and solve major problems encountered in implementation. All relevant departments should strengthen coordination and cooperation, form joint efforts, and ensure the consistency of policy orientation and the convergence of steps.
（三十六）Compaction local responsibility. To implement the responsibility system of leading cadres for the construction of ecological civilization, local Party committees and governments at all levels should resolutely shoulder the responsibilities of carbon peaking and carbon neutralization, clarify objectives and tasks, formulate and implement measures, and consciously contribute to the realization of carbon peaking and carbon neutralization.

Strict supervision and assessment. All regions shall incorporate the carbon peak, carbon neutralization and related indicators into the comprehensive evaluation system of economic and social development, increase the assessment weight and strengthen the indicator constraints. All localities and relevant departments shall report the implementation to the Party Central Committee and the State Council every year.
