Opinions of the CPC Central Committee and the State Council on completely, accurately and comprehensively implementing the new development concept and doing a good job in carbon peak and carbon neutralization

Achieving carbon summit and carbon neutralization is a major strategic decision made by the Central Committee of the Communist Party of China at the core of Comrade Xi Jinping as the core of coordinating the two major domestic and international situations. It is an inevitable choice for solving the outstanding problems of resources and environment and realizing the sustainable development of the Chinese nation. It is also a solemn promise to build a common destiny of mankind. In order to completely, accurately and comprehensively implement the new development concept and do a good job in carbon peak and carbon neutralization, the following opinions are put forward.



一、General requirements

(一)Guiding ideology. Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, we carried out the spirit of China's nineteen and nineteen second, third, fourth and fifth plenary sessions of the party, thoroughly implemented Xi Jinping's ecological civilization thought, based on the new development stage, carried out the new development concept, constructed the new development pattern, adhered to the system concept, and handled the development and emission reduction, the whole and the local. In the short-term, medium-term and long-term relationship, we should integrate carbon peaking, carbon neutralization into the overall situation of economic and social development, take the comprehensive green transformation of economic and social development as the guide and green and low-carbon development of energy as the key, accelerate the formation of an industrial structure, production mode, lifestyle and spatial pattern that saves resources and protects the environment, and unswervingly follow the high-quality development path of ecological priority, green and low-carbon, Ensure carbon peak and carbon neutralization on schedule.

(二)Working principle

To achieve the goals of carbon peak and carbon neutralization, we should adhere to the principle of "national overall planning, saving priority, two wheel drive, smooth internal and external flow and risk prevention".

Smooth inside and outside. Based on the actual situation of China, coordinate domestic and international energy resources, and promote advanced green and low-carbon technologies and experience. We will make overall plans for the external struggle and cooperation against climate change, constantly enhance international influence and voice, and resolutely safeguard China's development rights and interests.

Risk prevention. Properly handle the relationship between pollution reduction and carbon reduction and energy security, industrial chain supply chain security, food security and people's normal life, effectively deal with the economic, financial and social risks that may accompany the green and low-carbon transformation, prevent overreaction and ensure safe carbon reduction.

By 2060, an economic system of green low-carbon circular development and a clean, low-carbon, safe and efficient energy system will be fully established, the energy utilization efficiency will reach the international advanced level, the proportion of non fossil energy consumption will reach more than 80%, the goal of carbon neutralization will be successfully realized, the construction of ecological civilization will achieve fruitful results, and create a new realm of harmonious coexistence between man and nature.

三、Promote the comprehensive green transformation of economic and social development

(三)Strengthen the guidance of green and low-carbon development planning. Fully integrate the requirements of carbon peak and carbon neutralization goals into the medium and long-term planning of economic and social development, and strengthen the support and guarantee of national development planning, land space planning, special planning, regional planning and local planning at all levels. Strengthen the connection and coordination among various plans at all levels to ensure that the main objectives, development direction, major policies and major projects of carbon peaking and carbon neutralization are coordinated in all regions and fields.

(八)Vigorously develop green and low-carbon industries. Accelerate the development of new generation information technology, biotechnology, new energy, new materials, high-end equipment, new energy vehicles, green environmental protection, aerospace, marine equipment and other strategic emerging industries. Build a green manufacturing system. Promote the deep integration of emerging technologies such as the Internet, big data, artificial intelligence and the fifth generation mobile communication (5g) with green and low-carbon industries.

五、Accelerate the construction of a clean, low-carbon, safe and efficient energy system

(十一)Strictly control fossil energy consumption. Accelerate the pace of coal reduction, strictly control the growth of coal consumption during the 14th Five Year Plan period, and gradually reduce it during the 15th Five Year Plan period. Oil consumption entered the peak platform period during the Tenth Five Year Plan period. We will coordinate the development of coal-fired power, ensure supply and peak shaving, strictly control the installed scale of coal-fired power, and speed up the energy-saving upgrading and flexible transformation of active coal-fired power units. Gradually reduce or prohibit the scattered burning of coal. We will accelerate the large-scale development of unconventional oil and gas resources such as shale gas, coalbed methane and tight oil and gas. Strengthen risk management and control to ensure energy security, stable supply and smooth transition.

We will promote the reform of the power grid system and clarify the market dominant position of incremental distribution networks, microgrids and distributed generators focusing on the consumption of renewable energy. Improve the market-oriented price formation mechanism of power and other energy varieties. We will deepen the reform of electricity prices from the perspective of energy conservation, rationalize the structure of transmission and distribution electricity prices, and fully liberalize competitive electricity prices. We will promote market-oriented reforms in coal, oil and gas, and accelerate the improvement of the unified energy market.


六、Accelerate the construction of low-carbon transportation system

(十四)Optimize the transportation structure. We will accelerate the construction of a comprehensive three-dimensional transportation network, vigorously develop multimodal transport, increase the proportion of Railways and waterways in comprehensive transportation, and continue to reduce transportation energy consumption and carbon dioxide emission intensity. Optimize the passenger transport organization and guide the large-scale and intensive operation of passenger transport enterprises. Accelerate the development of green logistics, integrate transportation resources and improve utilization efficiency.

(十六)Actively guide low-carbon travel. We will accelerate the construction of large-capacity public transport infrastructure such as urban rail transit, bus lanes and BRT Systems, and strengthen the construction of urban slow traffic systems such as bicycle lanes and pedestrian footpaths. Comprehensively use legal, economic, technical, administrative and other means to strengthen urban traffic congestion control.

七、Improve the quality of green and low-carbon development of urban and rural construction

Promote the low-carbon transformation of urban and rural construction and management mode. Fully implement the green and low-carbon requirements in all links of urban and rural planning, construction and management. Promote urban cluster development, build urban ecological and ventilation corridors, and improve the level of urban greening. Reasonably plan the development target of urban building area, and strictly control the construction of high-energy public buildings. Implement green construction in the whole process of project construction, improve the management system of building demolition, and eliminate large-scale demolition and construction. Accelerate the construction of green communities. Combined with the implementation of rural construction, promote the green and low-carbon development of county and rural areas.



(十八)Vigorously develop energy-saving and low-carbon buildings. We will continue to improve energy efficiency standards for new buildings and accelerate the large-scale development of ultra-low energy consumption, near zero energy consumption and low-carbon buildings. Vigorously promote the energy-saving transformation of existing urban buildings and municipal infrastructure, and improve the energy-saving and low-carbon level of buildings. Gradually carry out the quota management of building energy consumption, promote the evaluation and identification of building energy efficiency, and carry out the performance evaluation of low-carbon development in the construction field. Comprehensively promote green and low-carbon building materials and promote the recycling of building materials. Develop green agricultural housing.

(二十)Strengthen the layout of basic research and cutting-edge technologies. Formulate the action plan for science and technology to support carbon peak and carbon neutralization, and prepare the development roadmap of carbon neutralization technology. Adopt the mechanism of "taking the lead" to tackle key problems of low-carbon, zero carbon, negative carbon and new energy storage materials, new technologies and new equipment. Strengthen the research on basic theories and methods such as the causes and effects of climate change and ecosystem carbon sink. We will promote low-carbon cutting-edge technologies such as high-efficiency solar cells, hydrogen production from renewable energy, controllable nuclear fusion and zero carbon industrial process reengineering. Cultivate a number of state key laboratories for energy conservation and carbon reduction and new energy technology product R & D, national technological innovation centers and major scientific and technological innovation platforms. Build a talent system of carbon peak and carbon neutralization, and encourage colleges and universities to add disciplines related to carbon peak and carbon neutralization.

九、Continuously consolidate and improve carbon sink capacity

(二十二)Consolidate ecosystem carbon sink capacity. Strengthen land spatial planning and use control, strictly abide by the red line of ecological protection, strictly control the occupation of ecological space, and stabilize the carbon sequestration of existing forests, grasslands, wetlands, oceans, soils, frozen soil, karst and so on. We will strictly control the scale of new construction land and promote the active utilization of existing construction sites in urban and rural areas. Strictly implement land use standards, strengthen the evaluation of economical and intensive land use, and promote land-saving technologies and models.

十一、We will improve laws, regulations, standards and statistical monitoring systems

(二十七)Improve laws and regulations. Comprehensively clean up the contents of current laws and regulations that are incompatible with carbon peak and carbon neutralization, and strengthen the connection and coordination between laws and regulations. We will study and formulate special laws on carbon neutralization, speed up the revision of energy conservation law, power law, coal law, renewable energy law and circular economy promotion law, and enhance the pertinence and effectiveness of relevant laws and regulations.

Improve the standard measurement system. Establish and improve the standard measurement system of carbon peak and carbon neutralization. We will accelerate the updating and upgrading of energy-saving standards, speed up the revision of a number of energy consumption quotas, mandatory national standards for energy efficiency of products and equipment and engineering construction standards, improve the requirements for energy consumption quotas for key products, expand the coverage of energy consumption quota standards, and improve supporting standards such as energy accounting, testing, certification, evaluation and audit. Accelerate the improvement of carbon emission verification and accounting reporting standards for regions, industries, enterprises and products, and establish a unified and standardized carbon accounting system. Formulate greenhouse gas emission standards for key industries and products, and improve the standard identification system for low-carbon products. Actively participate in the formulation of relevant international standards and strengthen the international connection of standards.

Improve statistical monitoring capacity. We will improve the statistical monitoring and measurement system for energy consumption in power, steel, construction and other industries, and strengthen the construction of on-line monitoring system for energy consumption of key energy users. Relying on and expanding the investigation and monitoring system of natural resources, establish an ecosystem carbon sequestration monitoring and accounting system, carry out carbon sequestration background investigation and carbon reserve evaluation of forests, grasslands, wetlands, oceans, soils, permafrost and karst, and monitor and evaluate the effectiveness of ecological protection and restoration of carbon sequestration.

Give full play to the guiding role of government investment, build an investment and financing system suitable for carbon peak and carbon neutralization, strictly control the investment in high-carbon projects such as coal power, steel, electrolytic aluminum, cement and petrochemical, and increase support for projects such as energy conservation and environmental protection, new energy, low-carbon transportation equipment and organization mode, carbon capture, utilization and storage. We will improve policies to support the participation of social capital and stimulate the vitality of market players in green and low-carbon investment. State owned enterprises should increase green and low-carbon investment and actively carry out R & D and application of low-carbon, zero carbon and negative carbon technologies.

Actively develop green finance. Orderly promote the development of green and low-carbon financial products and services, establish monetary policy tools for carbon emission reduction, incorporate green credit into the macro Prudential assessment framework, and guide banks and other financial institutions to provide long-term and low-cost funds for green and low-carbon projects. Development policy financial institutions are encouraged to provide long-term and stable financing support for carbon peaking and carbon neutralization in accordance with the principle of marketization and rule of law. Support qualified enterprises to go public for financing and refinancing for the construction and operation of green and low-carbon projects, and expand the scale of green bonds. Study the establishment of a national low carbon transformation fund. Encourage social capital to set up green and low-carbon industry investment funds. Establish and improve the green finance standard system.

(三十二)We will improve fiscal and tax price policies. Finance at all levels should increase support for the development of green and low-carbon industries and technology R & D. We will improve government green procurement standards and strengthen the procurement of green and low-carbon products. Implement tax incentives for vehicles and ships in environmental protection, energy and water conservation, new energy and clean energy.Study tax policies related to carbon emission reduction. Establish and improve the price mechanism to promote the large-scale development of renewable energy. We will improve policies on differentiated electricity prices, time of use electricity prices and residential step electricity prices. It is strictly prohibited to implement tariff concessions for high energy consumption, high emission and resource-based industries. We will accelerate the reform of heating metering and charging according to the amount of heating. Accelerate the formation of a reasonably binding carbon price mechanism.

Promote the construction of market-oriented mechanism. Relying on the public resource trading platform, accelerate the construction and improvement of the national carbon emission trading market, gradually expand the market coverage, enrich the trading varieties and trading methods, and improve the quota allocation management. Bring carbon sequestration trading into the national carbon emission trading market, and establish and improve the ecological protection compensation mechanism that can reflect the value of carbon sequestration. We will improve carbon emission reporting and information disclosure systems for enterprises and financial institutions. We will improve the system of paid use and trading of energy rights, and accelerate the construction of a national energy rights trading market. Strengthen the overall connection of power trading, energy use right trading and carbon emission right trading. Develop market-oriented energy-saving methods, implement contract energy management, and promote comprehensive energy-saving services.

十三、Effectively strengthen the organization and Implementation

Strengthen organizational leadership. Strengthen the centralized and unified leadership of the CPC Central Committee on carbon peak and carbon neutralization, and the leading group for carbon peak and carbon neutralization guides and coordinates the work of carbon peak and carbon neutralization. Support qualified local governments, key industries and key enterprises to take the lead in achieving carbon peak, organize and carry out carbon peak, carbon neutralization first demonstration, and explore effective models and useful experience. Take carbon peak and carbon neutralization as important contents of the cadre education and training system, and enhance the ability of leading cadres at all levels to promote green and low-carbon development.

Strengthen overall planning and coordination. The national development and Reform Commission should strengthen overall planning, organize the implementation of the action plan for carbon peak by 2030, strengthen the planning of carbon neutralization, regularly dispatch the progress of relevant departments in various regions in implementing the objectives of carbon peak and carbon neutralization, strengthen tracking, evaluation, supervision and inspection, and coordinate and solve major problems encountered in implementation. All relevant departments should strengthen coordination and cooperation, form joint efforts, and ensure the consistency of policy orientation and the convergence of steps.

Strict supervision and assessment. All regions shall incorporate the carbon peak, carbon neutralization and related indicators into the comprehensive evaluation system of economic and social development, increase the assessment weight and strengthen the indicator constraints. Strengthen the assessment of the implementation of carbon peak and carbon neutralization goals and tasks, commend and reward the regions, units and individuals with outstanding work according to regulations, circulate a notice of criticism and interview and accountability for the regions and departments that fail to complete the goals and tasks according to regulations, and incorporate the implementation into the central ecological environmental protection inspector. All localities and relevant departments shall report the implementation to the Party Central Committee and the State Council every year.
